About 2,300 Marines will take part in an urban combat training exercise in central and southern Indiana, including landing helicopters at Indianapolis shopping malls, parks and the state fairgrounds, officials said.
The troops will fire weapons, conduct patrols and react to ambushes in an unfamiliar urban environment.

Marines are “good people” as the mayor says, most of them, but the Pentagon has been planning for OOTW “Operations other than War” on the domestic population for many years.
The Pentagon specifically and Feds in general consider our domestic (esp. urban) population a permanent insurgency, capable of potential mass insurrection arising from democratic protest. This requires military counter-insurgency tactics and standards.
